Washington State Campaign Finance Disclosure Law Matters

The State of Washington has comprehensive campaign finance disclosure laws, see Revised Code of Washington (RCW) Title 42, Chapter 17A, and the Washington State Public Disclosure Commission (PDC) has promulgated extensive regulations thereunder, including Washington Administrative Code (WAC) Title 390, Chapter 18.

The State of Washington regards VistaPrint as a “commercial advertiser” under RCW 42.17A.345 and WAC 390-18-050 and, therefore, VistaPrint is required to maintain books of account of political advertising or electioneering communications purchased for state, local, or judicial election campaigns in the State of Washington. VistaPrint strives to be fully compliant with Washington State’s campaign finance disclosure laws and regulations, including making our books of account regarding purchases of covered political advertising or electioneering communications available upon request of any member of the Washington State public. If you wish to (1) request public inspection of VistaPrint’s books of account regarding political advertising or electioneering communications purchased on the VistaPrint website or (2) notify VistaPrint about political advertising or electioneering communications purchased on the VistaPrint website that you believe are missing from VistaPrint’s books of account, please contact us by email at [email protected] and follow the instructions outlined below.

How to Request Public Inspection of VistaPrint's Books of Account

If you wish to request public inspection of VistaPrint’s books of account regarding political advertising or electioneering communications purchased on the VistaPrint website, please take the following steps when contacting us via the above email address:

  1. write “Washington State Public Inspection Request” in the email’s subject line; and
  2. include your full name, residential address and mobile telephone number where you can be reached in the text of your email;
  3. include the following additional information in the text of your email:
  • the election year covered by your request (must be 2025 or subsequent);
  • the election campaign or ballot measure that is the focus of your request, as applicable; and
  • the organization (corporation, LLC, committee, etc.) that is the focus of your request, if applicable.

Upon receiving and processing your emailed public information request, VistaPrint will respond to you by reply email. If our search locates responsive VistaPrint records, VistaPrint will send you a CSV file containing the responsive records.

How to Notify VistaPrint About Records You Believe Are Missing

If you wish to notify VistaPrint about political advertising or electioneering communications purchased on the VistaPrint website that you believe are missing from VistaPrint’s books of account, please take the following steps when contacting us via the above email address:

  1. write “Washington State Missing Records Notification” in the email’s subject line;
  2. include your full name, residential address and mobile telephone number where you can be reached in the text of your email;
  3. if possible, attach the missing political advertisement or electioneering communication to your email in high-resolution PDF, JPEG, PNG, TIFF or GIF image file format; and
  4. provide in the text of your email as much information as possible to enable VistaPrint to search its records to locate the possible VistaPrint website transaction in question, such as the purchaser’s name, the purchaser’s billing or shipping address, the date of purchase on the VistaPrint website, the candidate name or ballot measure, as applicable, and/or the organization (corporation, LLC, committee, etc.) for which the missing items were purchased.
